On iOS and Android, whoever is on site opens the checklist, picks their trail and ticks. Without cell coverage the tick shows up immediately and goes into the sync queue: it is replayed as soon as the network is back. Nobody has to jot anything on paper to re-enter it that evening.

What comes back every week should not be rebuilt by hand
Give the checklist a frequency — weekly, monthly or yearly — and the next one is created on the scheduled date, same items, same trails. And on each trail, a dedicated discussion: the photo of the blocked culvert stays attached to the culvert, instead of vanishing into a group thread.

You decide when the repetition stops: never, on a date, or after a number of occurrences. It is built for recurring rounds: culvert checks, signage verification, weekly network sweeps.
Can someone tick items without being able to manage checklists?
Yes. The "Checklists" role has four levels: no access, view, view with the right to tick, and full management. A seasonal volunteer can tick their round without being able to create, duplicate or delete a checklist. Managing templates is a separate permission, kept for administrators.
